Council of the City of Richmond held on the 23rd day of March 1864. |

Present: D. J. Saunders, Esquire,
President. Messrs. Glazebrook, Scott, Burr, Stokes, Clapton,
Richardson, griffin, Walker, Crutchfield, Haskins, Hill, and Epps. |

The proceedings of the last
meeting were read and approved, and then signed by the
President. |
The President having stated
the several objects for the consideration of which the Council had
been called together, on motion of Mr. Glazebrook, Alexander Garrett,
Esquire, treasurer of the Board of Supplies of the City, addressed the
Council on the state of his accounts and the amount of supplies on
hand to meet demands upon the Board. |
Mr. Hill then offered the
following resolutions. The Thirteenth Rule was suspended, and the
resolutions adopted. |
Resolved, That the
Committee on Supplies, or Overseers of the Poor, be authorized to
charter cars and engines of the Virginia Central and the Richmond,
Fredericksburg & Potomac railroads, and send to the South, and
obtain corn for the support of the poor and needy of the City. |
