President. Messrs. Stokes, Denoon, Epps, Clopton, Walker, Crutchfield,
Burr, Griffin, Haskins, Scott, Glazebrook. |

Mr. Scott offered the
following, to wit: |
WHEREAS the great scarcity of
fuel prompted the Council early in the last winter to aid our
citizens, especially the poor and those of moderate means, in
obtaining wood at less than the market rates; and |
WHEREAS a considerable
quantity had been purchased and hauled to the Richmond & Danville
Railroad, with the promise that it should be brought to Richmond;
and |
WHEREAS the said wood was
appropriated to the use of the said railroad, and not a single cord
has been delivered for the use of the City: Therefore |
Resolved, That the Council do
protest against this unauthorized use of City property, and
respectfully call the attention of the president and directors of the
Richmond & Danville Railroad to this arbitrary proceeding. |
Resolved, That a copy of this
preamble and resolution be communicated by the Chamberlain to the
president and directors. |
Mr. Burr in connection with
this subject offered the following: |
Resolved, That the Committee on Fuel
inquire by whose authority and under what necessity this seizure of
property was made, and report to the Council their opinion as to the
proper remedy to be adopted. |
The question being put upon
the preamble and the several resolutions, as a whole, they were
adopted. |
