The General Commanding directs me to write you, and
request, that you will state more specifically, what are your
propositions in respect to the rolling stock of the Florida Rail Road
Company, and also state how much you propose to procure from them, if
an arrangement can be made and what terms of purchase or rent have
been offered by your Company; and what demanded by the other {hole
in the document} other arrangement can be
made and a sufficient military necessity appears, the rolling
stock can be seized by military authority, provided the Alabama
Corporation, is willing to pay on such terms as may be pronounced
suitable by arbitration.

Col Tattnall has been instructed to guard the Bridges of
which you spoke in your letter; hoping to receive an early reply
