| Colonel, |
| I have the honor to state that my returns
for the 2nd quarter of 1864 were forwarded by mail today. The vouchers
were with my private baggage. |
| My other official papers are at present
out of my reach. |
| My property return must be deferred until
the communications on the leading lines of Rail Road are re-established.
I have recd no money on your last requisition for $100,000. |
| You will notice by my informal statement
of expenditures that payments have been made by resort to borrowing.
Nothing further can be done without money. |
| The burnt bridges are receiving attention
but I have no means of complying with contracts. |
| I am Colonel |
| Very Respectfully |
