| Dear Sir, |
| You are hereby authorized and requested to
provide to such counties in this state as in your judgment may be
advisable and hire negroes to work on the "Defenses of Atlanta." You are
authorized to offer $25.00 per month and customary rations. The Govt. to
pay for medical attention, and lost sick time if the negroes are well
and sound at the time of delivery. You will please impress upon the
attention of owners, the vital importance of aiding the Government in
this matter. |
| You are authorized to give an order on me
to agents or Conductors of Rail Roads for transportation of negroes and
tickets will be issued here in proper form. |
