Yours of 23d ult. enclosing statement of
cost has been recd. There is only one item in the account which will
admit of question. As you have charged a fair profit on the castings
furnished by yourself. I do not think that 20 per cent. can
properly be added to that item. It is true that you might have claimed
the right under your proposition of procuring the castings elsewhere,
for which the Govt. would have paid as much as you have charged, but
this was not the spirit of your proposition. I am not disposed to reject
the item, but desire to submit it fairly to yourself and others. Your
proposition certainly left the impression on the minds of those by whom
it was accepted that, you would execute the workmanship of such parts of
the Bridges as was in your power to execute, for which you would
charge a profit of 20 pr. cent upon the net cost. This 20 pr. ct. in my
opinion should apply to the freight and other charges for transportation
which was not included in your statement. |

that we can have a full and final settlement, please let me know, so
that we may appoint a meeting. On the next page you have a dft for
