| As Mr Hight declines to return
to the work you will take the General Management until I can send you
aid. You are hereby authorized to employ hands, make contracts for cross
ties rect for Commissary & QM Stores and do all other acts necessary to
progress rapidly with the work. |
| I will send money to pay the hands &c as
early as possible. Push the work with all energy. You can employ white
men not regularly in the army. Hire all negroes that are offered. Keep
Mr. New as foreman until further orders. |
