Colonel,
   The completion of the Holston Bridge has been delayed by inclement weather and the falling of a trestle bridge near Greenville E. Ten. The latter delayed the transportation of timber about 8 days. Mr. Maxwell hopes to pass the trains over Holston on or before the 10th prox. The trains crossed Watauga on the 14th inst. {East Tennessee & Virginia RR}
   The cost of the two bridges will probably reach $70,000 including the per centage to the contractors.
   I closed on yesterday a contract for the duplicate bridges, which will amount to about $24,000 not including transportation of timber. The contract is with a reliable party. I could not effect a contract to be completed in a short time, owing to the great difficulty of procuring skilled labor. Please instruct me in relation to the Rome & Blue Mountain R. Road.
   Have you power to detail from the army men who may render service as overseers or assistants?
   I go to Alabama this evening, and will report the results of my efforts to organize a force for the salt works.
