| Your letter to Lt. J. M. Cowper has been
turned over to me. The charge of works of Defense for Augusta has been
placed in my hands. You are authorized to employ Mr Bell and he will be
paid the usual compensation. If the owners desire Mr Bell as overseer of
their negroes, he will be employed by me, and will be exempt from other
services while so employed. I desire that the negroes be sent forward as
early as possible. |
