| Your letter and accounts were duly recd.
The reason why I have not the money is that, I wish you to act as my
agent in paying off the owners of negroes when the force is sent if you
can attend to it, and the compensation will be added to the present
amount making only one voucher. |
| The Govt. requires the signatures of the
owners or of the person hiring. Can you attend to the payment? |
| In your instructions from Col. Capers, was
any stated time mentioned for the return of the negroes? Some of the
owners claim that the time has elapsed for which the negroes were taken,
