I have the honor to represent that the
repairs of Rail Roads in this State have been put in my charge. The
power of impressment has been conferred by the Hon. Secy. of War in
connection with this charge. I desire as far as consistent with the
public interests to refrain from the exercise of this power. The
condition of the country through which the Geo RRd is located (which
Road is the most important to be speedily put in running order) is such
that I regard a rigorous impressment of hands & teams as impolitic. I
therefore suggest to you that the temporary detail of men from your
command who have teams & hands, conditioned upon full service of
themselves, teams & hands on said repairs, would be very important to me
in pushing the work. Will you approve applications for a limited number
of details under the foregoing condition? |
