I am directed by Capt. L. P. Grant to
enclose you a copy of an order received from Maj. Gen. J. F. Gilmer Chf.
Engr. Bureau Richmond Va. Capt. Grant directs me to say, that he wishes
you to proceed under the authority granted by this order, to impress
such wagons and teams as are necessary for the work on the Ga. R. R.
These must by all means, be obtained, and with the least possible delay.
You will exercise discretion and much prudence in the discharge of this
duty. You will use great care to have the impressment made as
inoffensively to, and to make the tax fall as lightly upon, those on
whom you call, as possible. You can give assurances, that, if your
demands are cheerfully and quietly complied with, just and reasonable
compensation will be allowed for the wagons and teams, that they will be
returned to their owners as soon as this emergency is passed and that
this will protect those who comply, from a more rigid and permanent
impressment of this property. As fast as you procure them you will
report the wagons & teams to Mr. J. B. Hart at Union Point, who will
receive instructions concerning the disposition to be made of them. On
the next page is appended a copy of the order. |

You will take charge of repairs of rail
roads in Georgia, assisted by Capts. Hazlehurst & Glenn and such other
officers as Gen. Beauregard can give. You are authorized to impress all
necessary labor and materials. Every effort must be made to complete the
work at once. |
