   We cannot afford to pass your trains up empty & ours down empty. You can send trains each way loaded, we will charge for sixteen thousand (16,000) pounds on each car each way, if this will be Satisfactory Answer & we will prepare for it

   Will you charge full freight and we furnish the rolling stock, and do all the work or will you allow us to pass loaded both ways on the terms usual for use of track. I trust you mean the latter
