To the Board of Trustees of the Internal Improvement Fund
 
Gentlemen,
   In accordance with an order from your Secretary, I have "examined the last section of the Florida Railroad on the cedar Key branch beginning at the 145 1/4 mile point from Fernandina and proceeding to (toward) Cedar Key" and find the track laid in the manner prescribed by the "Act to encourage a liberal system of internal improvements in this State" approved Jany 5, 1855 and the amendments and modifications thereto. According to the statement of Mr. Koevner, Resident Engineer of the Florida Railroad, the distance from the "145 1/4 mile point from Fernandina" to the western terminus of the track which is on the west end of the wharf at Way Key is nine miles and two hundred and eighty four feet (9 miles 284 ft) = 9.054 = 9/1/18 mile.
   your Secretary also instructed me to "report if the said Road is now completed to Cedar Key and when it was completed." I have said above that it is completed to Way Key which I believe is considered and intended to be the terminus of the Road (or branch). As to when it was completed, from the best information I could obtain I learn that the track was laid to within about a hundred yards of the wharf on Way Key at the time of the storm in August 1860, but was not finished down to the wharf and on the wharf until on or about March 16, 1861.
