TX, ET 6/17/1861

   Transcript from the record of the proceedings of the Board of School Commissioners had by said Board on the 17th day of June 1861 on the application of the Eastern Texas Rail Road Company, for a Loan of one hundred and fifty thousand dollars of the School Fund &c.
   "Whereupon it is considered by the Board that the Eastern Texas Rail Road Company, is entitled to a loan of one hundred and fifty thousand dollars out of the School Fund, and it is ordered that a Warrant be issued for said amount and delivered to the Company or its authorized agent.
   "It appearing however, that Isaac R. Cornell, a citizen of the State of New Jersey, agent for the firm of Moran Brothers or the State of New York, claims to receive such loan as may be due the Company, by virtue of a contract between H. H. Edwards, President of the Company and the said Moran Bros on file with the papers.
   "It is further considered by the Board that the existence of war between their State and the State of New York, forbids the delivery of a warrant for said Loan, into the hands of the agent of said Moran Brothers until peace is restored between the two countries.
