The Governor submitted for advice a
communication from C. R. Mason containing estimates of the cost of
building and keeping in condition a railroad from Strasburg to
Winchester and suggesting, as what he deems a better plan, that
troops and baggage may be transported in a few hours between those
points in omnibuses and wagons, presenting also an estimate of the
cost per month of that mode of transportation: Advised unanimously
that this subject be referred to the quartermaster-general of the
army, as his duty under the ordinance of convention comprehends the
transportation of troops and supplies.
