   Mr. Quesenberry called for the order of the day, which was the consideration of the bill providing for the construction of a railroad for military purposes, connecting the Manassas Gap railroad, at or near Strasburg, in the county of Shenandoah, with the Winchester & Potomac railroad, at or near Winchester, in the county of Frederick.
   Mr. Johnson moved to lay the bill on the table, and take up the bill exempting certain persons from military duty.
