Change of Base
It is stated that the point for the future exchange of prisoners in Virginia is shortly to be transferred from City Point to Port Walthall, on the Appomattox, or some other place equally as convenient. From Port Walthall, if that should be the future scene of operation, there is a continuous line of rail to Richmond {on the Richmond & Petersburg RR}, the point where the prisoners are all congregated, and independent of other reasons, the delay and expose attendant upon two roads {the Richmond & Petersburg RR, then the South Side RR} would be obviated.
