The following proceedings of the Congress of the Confederate States have been officially communicated to this Department:
[Extract from the Journal of the Congress of July 30th, 1861]
"Mr. Miles, of South Carolina, from the Committee on Military Affairs, reported back a letter from certain Railroads in Virginia, with the request that it be referred to the Secretary of War, and that he be requested to publish the same which was agreed to."

Agreeably to this request of Congress, the Secretary of War directs the publication, in the newspapers of the city of Richmond, of the accompanying letter of Wm. T. Joynes, Esq., on behalf of the Railroads referred to.

My Dear Sri,
   In pursuance of your suggestion. I have addresses letters to the several Railroad companies in the State, calling their attention to the case of persons in the military service, on furlough or leave, by reason of sickness, and who may wish to travel for the sake of health, and desiring to know whether such persons will be allowed to travel free of charge.
   All the companies from which replies have been received have responded favorably. A list of them is appended, to which my own company is added. To prevent imposition, the party desiring to avail himself of this privilege should present a certificate from the Surgeon of his Regiment, countersigned by the Regimental Commander, stating the reason for the furlough.
   As I explained to you, this class of cases did not occur to any of us in the Convention of the 26th June.
