Order No. 5
   1. 1st Pursuant to 6th section of chapter 29th of the Code of Virginia, a Board, consisting of captains Morgan, Eppa and Saunders, will be in session in the office of the Inspector of Weights and Measures, in the City Hall, on Tuesday, the 23d of July, 1861, between the hours of 4 and 7 o'clock P. M. and on Wednesday, the 24th between the hours of 9 A. M. and 6 P. M., to hear and decide all questions touching exemption from Military Service under the law of the State and the Proclamations of the Governor of the 13th and 16th of this month.
   2. 2d. All persons within the corporate limits, west of 10th street, who claim to be exempt from Military Duty, will present their claims to exemption, with the evidence to sustain them to the Board of Officers above mentioned.
   3. [2.] To save the personal appearance of a large number of persons at the Board of Officers, let the owners or superintendents of establishments furnish to the Board a list of the persons in their employment in the manufacture of arms, ammunition and other munitions of war, and of woolen goods for the troops. To this list there must be attached "the certificate of the military officer of department employing him or them, before the exemption will be allowed." Let the Presidents of the Banks certify to the lists of officers in their several Banks necessary to carry on the operations of these institutions. Let the Presidents or Superintendents of Railroads furnish lists to the aforesaid Board of Officers, certifying to the names of those persons necessary to the operation and running of railroads and the repair of their rolling stock. Millers must furnish the Board with the certificate of a Justice of the Peace of the city that they are necessarily and personally employed in a grist mill. Persons who claim to be exempt on account of physical disability, must appear in person before the Board, whether they have the certificates of surgeons or not.
   4. 4th. As soon as the Board gets through with its duties, it will furnish each person entitled to be exempt with a written discharge.
