Exemptions and details in the several
States |
From a recent report of C. B.
Duffield, Acting Superintendent of the Bureau of Conscription,
transmitted to the Senate by the President in response to a
resolution, we find some interesting information on the subject of the
number of persons exempted and detailed in the several States as State
officers, express, telegraph and railroad employees.
It is proper, before giving the results of the report of the
Superintendent, to quote his remarks thereon. He says: |
"The results given in the
statements herewith enclosed are taken from the latest monthly
consolidated reports of the commandants of conscripts for the several
States and special reports made by them. It is believed that these
reports are as accurate as can be made, as the attention of the
officers of conscription has been called to the requirements of
Congress for exact information as a necessary basis for legislation.
Every effort has been made by the Bureau to secure reliable
information. It is found, however, that the want of intelligence on
the part of enrolling officers in many instances partially defeats
this object, and induces the commandants to forward reports, which
special inspection proves to be inaccurate. The information called for
would have been furnished at an earlier day; but, owing to the
suspension of all mail facilities by the campaign of the enemy in the
South, the reports required by the Bureau were greatly delayed." |
