The Central Railroad
   The friends of industrial and commercial progress in general, and the friends of the South Carolina Central Railroad in particular, are reminded that the Books of Subscription to said Road will be opened at the various points designated in advertisement, on Monday next. Three hundred thousand dollars will secure the Charter. For essential reason which it is not necessary to mention now, but upon which depend in a great measure the success of the enterprise, it is highly important that sufficient stock be taken to secure the Charter before the next Session of our State Legislature. That this will be done, we cannot suffer ourself to doubt for a moment. More than double the amount required to secure the Charter was reported to the Sumter Convention in July last as a bona fide subscription. With this margin, therefore, it is fair to presume that $300,000 of stock, and more, will be taken within the time mentioned.
   Parties who subscribed last summer are aware that it will be necessary for them to subscribe again under the Charter. The Commissioners at the various points should have in their possession copies of the original subscription lists.
   We do not believe, as some have suggested, that the unsettled condition of the country furnishes any well grounded reasons for not subscribing at present; for although the requisite amount may be subscribed and the Charter secured, the work will not begin, nor will the money be called for until the difficulties before us are settled and it is definitely known whether we are to have peace or war. Or if it be preferred, let subscribers adopt as a basis the two-thirds, or even the one-half of their former subscriptions to secure the Charter, with the understanding that the balance will be subscribed when times become more prosperous. The latter course, however, to be fair to all concerned, should be general.
   Every man who subscribed last summer should feel himself honorably bound to respond now.
   We request the Commissioners, particularly in this District, to furnish us at the expiration of the ten days, with the amount of stock taken at their respective points.
