XIV. In all cases where the
employees of the several Railroads in this District find negroes upon
their trains without passes, they are directed to hand them over to
the nearest Agent of the Labor Bureau, or the Enrolling Officer of the
County in which they are apprehended, who will take charge of the
same; and should the negro, upon investigation, prove not to be in the
Government service, will either return him to or place him in jail,
subject to the reclamation of the owner or employer. |
