The mails are sadly out of joint between Richmond and this place, although connected by Railroad all through and very direct at that. Passengers come through regularly -- no difficulty whatever -- and yet the Richmond papers only come through semi-occasionally. We some times receive them in squads of two or three, and then again in large numbers. Who is to blame? Surely some one is responsible and we hope the Richmond papers will cause him to be removed from a position for which he is unsuited.
