To Shippers of Cotton Over the Wilmington & Manchester Railroad
   From and after the 15th instant, all parties shipping cotton over the Wilmington & Manchester Railroad will be required to give written guarantee to the Company against all loss or damage by fire.
   Printed guarantees will be furnished to the Agents at the stations, which may be singed by shippers. No cotton will be received for shipment until guarantee is signed.
