Copy of letter from Sec of War to QMGenl for information of Capt F. P.
Clark QM Winchester, who will make the contract referred to for
relaying the track on the W & Potomac RR {Winchester
& Potomac RR} on the terms stipulated & send same to
this dep't for approval of Sec of War & further make report on the
Military necessity of connecting the W&P RR with MG RR {Manassas
Gap RR} & call on the Military Commandant at Winchester for
such protection as Mr Sharp may consider necessary in the prosecution
of his work.
