NA, W&A 8/30/1864

About 1 May 1864, the W&A R. R. {Western & Atlantic RR}, under a resolution of the Ga Legislature, refused to ship, except upon a release of all liability, expressed upon the fact of the bill of lading signed by the officer, making the shipment under direction from the Chief of the R. R. Bureau. The payments are made in this manner up to the time that road was abandoned by our Army.
   The damage reported against the Road after 1 May was very small compared with what they had been before -- for instance, the damages for April 1864 was estimated at $83,837.06 and for May $5,167.00 -- probably for the reason that officer failed to report damages, believing the road was not liable for them.
