Respy retd to Q. M. G. Maj J. W. Goodwin is Supt. Va &
Tenn Rd and cannot well be spared. His services time being quite as
important as at any other post. In wording my request for this
assignment I asked for him "without pay or accommodation." The
copy of the order does not so express.
