   The Supt. V. C. R. R. {Virginia Central RR} has just written me the letter which I herewith enclose.
   When everything was moved from this city the V. C. R. R. also moved its machinery to a place considered more safe. Since then it has been constantly employed in carrying troops & stores, and you know, that troops generally knock off the sides of all cars that they enter. Such has been the demand upon the Road for transportation that it has not been able to repair its cars & as the theft was committed because of this insecurity -- which was not the fault of the Railroad -- I would most respectfully suggest that the Government compromise the matter with the Railroad.
