Sir,
   Under the orders of the Department, this Company has been receiving on freights transported ??? for the Government, in all cases of transportation of freight the rate allowed for one hundred miles transportation. The reasons which led to the order and which will fully appear by reference to my letter on the subject addressed to you last winter are still in full force and I presume that the order will be considered as applying to the new tariff of rates agreed on by the Rail Road Convention at Columbia to take effect on the first of May last. May I ask that if any further order be necessary, you will cause it to be made.

   As heretofore, the Seaboard & Roanoke R Rd will be estimated as though 100 miles in length and paid accordingly for freights, as per Columbia Rates Apl 13/64. On troops the rate per mile actually travelled will obtain.
