Dear Sir,
   Will you allow negroes employed in the factories in Richmond & Lynchburg impressed to repair bridges on the Orange & Alexandria R Road. We cannot get subsistence to our Army otherwise.
   The importance of this subject I beg you will accept as an apology for sending an official note to your residence.

   Impressment of slaves is ??? by law and has only been resorted to in great emergencies and has only recently experienced here.
   I prefer detailing mechanics from the forces around Richmond to the ??? impressment.
