Sir,
   I have received through the Supt. of this Road a letter from Col Wadley recommending an increase of payment for Government transportation entirely inadequate to the necessities of this Company & in disproportion to the relative charges heretofore made to the Government.
   Our expenditures last month over our receipts are about forty thousand dollars, being greater than the deficiency for either of the three preceding months. The Government ought not & I suppose do not desire that the Rail Road should work for them at a loss & we ask them to allow us for work one half of what we charge individuals. I trust they will see nothing unjust or unreasonable in it.
