Sir,
   There is required for the Engineer Department of this Station

4000 lbs (about) No 12 sheet iron

   I have been informed that there are {Baltimore & Ohio RR} cars in Raleigh at the "Confederate Locomotive Shops" that were used for transporting powder but are no longer required for that service. These cars are made of sheet iron that would meet our purpose.
   I would respectfully suggest that two of them, or the quantity of iron that I have required, be purchased for the Navy Department of this Station without delay.
Very Respectfully &c
Ed. Wilson Manning
Engr C. S. N.

   I sent an officer to Raleigh for two of the above mentioned cars, but they were in charge of Col Waddell, the officer in charge, who declined delivering them except by order of Secretary at War. They are of no use whatever at the Shops and would be most serviceable to us or Waddell.  {Waddell should be Wadley}
Respectfully Submitted
W F Lynch
{Across the top of the paper}
Flag Officer Forest to se Sec of War for an order for the cars.
