Hon. James A. Seddon
Secretary of War

Sir,
When the necessity for transporting troops from this post to No. Carolina recently occurred {line lost in fold} were sent off to Goldsboro. We have used every effort in our power to get our cars back without success. A requisition received today from the Q. M. General's office for the transportation of 2000 troops to No. Carolina, we are unable to comply and are threatened with the impressment of the few passenger cars we have left wholly {line lost in fold} perform the transportation required of us and will paralyze the operations of this road -- stop the mail, and prevent passengers from passing between this and Petersburg. Be pleased to order back our cars from No. Carolina, and to direct that the few we now have shall not be interfered with.
I am, very respectfully
yr. obt. Servt.
