Hon. James A. Seddon
Secretary of War

Sir,
   In the absence of our President Mr L. E. Harvie I write to apply for such an order, as will enable our purchasing agent to bring to Richmond from Middlesex & Lancaster Counties, some pork which he finds that he can procure them but which the Government agent informs him cannot be permitted to pass through the lines to Richmond without authority from you. {The two counties are across from each other at the southern end of the Rappahannock River, some 50 to 75 miles east of Richmond}
Very Respectfully Yours
Chas G. Talbott
Supt. R & D RR
