Sir,
   I have the honor to enclose you a letter and some affidavits in relation to the wheat purchased by this company which was taken possession of by Maj Cloyd the A. Q. M. at Dublin depot. Our agent has just telegraphed me that "Maj Cloyd has ordered the wheat to be held in the mill until the Secretary of War decides." I leave the matter in your hands, and shall be perfectly satisfied whichever way you decide it.

Refd to the Commanding Genl. The prohibition to the Railroad Company to remove necessary supplies is not authorized. The A. Q. M. has no power to deliver such supplies as is prevent the exception. If they are to be impressed the laws relative to impressment must be followed, for carrying & purchase

This wheat was purchased by my Agt. for Public  ??? before I knew there was such a person as the author of this issue of falsehoods in existence the wheat has been turned over to Post Commy & ground for use of the army.

Res retd to the C. G. S. Maj Cloyd reports that the wheat in question had been purchased by one of his Agents, before the sale to the Agent of the S. S. R. Road has been turned over to the Post Comy, converted into flour & consumed by the Army. This, in connection with the fact that the Army how need every pound of flour we can collect, may, I suppose, be considered. conclusive of this subject
