Your letter of the 27th instant has been duly received
and I am sorry to inform you that your request, to have Lieut. Roath,
of the Palmetto Bat. Artillery, transferred to the Service of the Rail
Road Company cannot be granted. No such authority being vested in me.
If the services of Lieut R. be indispensable to the welfare of the R.
R. Company, he may resign his commission in the Army, for the purpose
of taking employment in said Company -- the letter of resignation must
be accompanied by a certificate from the President of R. R. Co.
stating that the services of the Petitioner are necessary to the
Company.
