Sir,
   Your telegram is received, but owing to the closing of the office at West Point, I am compelled to reply by letter. Genl. Johnston is the only person who can give directions on the subjects about which you inquire. I cannot give any that might interfere with plans of his of which I am ignorant. You will have to see him about removal of wires, rails, & the points to place obstructions. I am informed that the best point of obstructing the river below the Rail Road bridge is at cookes Island. Lt. Tapscott Engineer at New Kent C. H. has been making examinations of the river for the purpose of obstructing it. You can consult with him on this point. Genl. Johnston is at Williamsburg.
