Major,
Your letter of 10th and telegram of this date, are received, today. The number now rationed, including laborers in Engineer Deptmt, the Arsenals &c &c is about twelve thousand. Some prisoners, from Ga, are now arriving. I will report any material increase. Your order for 300 Hds Sugar {about 22 car loads} being to send the same to Maj Lowe, I directed Capt Riley to ship to him all he had left at St. Matthews, and he has got off a portion of it including some of the "Fla." I have written to him to send whatever dry sugar remains (to Maj Claiborne) and I will endeavor to supply 100 hhds, in all, of this, for the Va hospitals. The chief purchasing officers, will immediately be acquainted of you instructions respecting the quantity of Bacon they should require in exchange for sugar.
The Qr. Mr. deptmt will be unable to return the Corn borrowed of me until the new crop is available. I ordered Maj Trout to ship, from Chester, 5000 bushels Corn {33 car loads} to Maj Lowe; and, on the 3rd, he reported only a small portion shipped, for want of transportation. He was again directed to send it as speedily as possible.

I have the honor to remain Resply yr obdt Servant
