General,
   The different Rail Road Companies whose accounts I audit and settle require the rates established by the Rail Road Convention held at Columbia S. C. April 13, 1864 which fixed a much higher rate of Compensation to go into effect May 1, 1864.
   In the payments of these increased rates will increase the expenditure items of about fifty per cent more than I have estimated for since 1 May, I respectfully call attention to the fact and ask for instructions as to whether I shall pay the increased rates.
