Major,
   Owing to the difficulty of obtaining transportation for the tithe wool, a large amount of which is now on hand, I would suggest that it be manufactured in this state. If the Dept should so decide, and you will give me the price you are paying in Virginia I will ascertain if it can be manufactured here for the same. The cloth being less bulky than the wool there would not be so much difficulty in effecting it transportation to Richmond.

Respy referred -- Major Peirce has been instructed twice already to send this wool to Maj Ferguson & should have forwarded it when there was no difficulty about transportation. He will hold it subject to Maj. F's order
