   I have the honor to suggest that orders be issued to the military commanders to take measures for the loading and unloading of Rail Road cars, with as little delay as possible, at Rail Road Stations. This is indispensable to a regular supply, and to avoid the great exposure of provisions to the hot sun frequently for several days, a well as to remove a pretext on the part of Rail Road Agents for delays generally caused by their own delinquencies
