Hon C. G. Memminger
Sec of the Treasury

Dear Sir,
Yours of the 25th March instructing me to ship 1000 Bales Cotton to J. T. Trezevant Charleston S. C. at hand. We find that we can not get transportation {this would require about 40 cars -- 3 trains} & are informed by the Quartermaster here that it must be done through the Q. M. General at Richmond. You will please send us the necessary authority at your earliest convenience. Serious indisposition has prevented an earlier reply.
Very Respectfully
Phinizy & Clayton
