The Hon. Jno. C. Breckenridge
Secretary of War
Richmond, Va.

Sir,
We have been burnished with permission from Maj. Sheely C. S. S. D. W. Va to purchase & ship supplies on the line of the V&T RR, & within his department, but it forbids us shipping them out of the Department.
In case of Raids we are desirous of shipping the larger portion of them to Lynchburg, for safe keeping, free from impressment en route, & while there. We would respectfully ask permission from you to ship them to Lynchburg, as we think they would be safe there from the enemy.
We ask this favor upon the grounds that we are willingly & heavily taxed feeding passing soldiers who are without means to pay for something to eat.
   With assurances of great respect
We are your obdt Servants
