Col. J. Gorgas
Chief of Ordnance

Colonel,
I beg leave respectfully to ask for instructions under the following circumstances. Our Agents in the South, have within the last few months made large purchases for this Department, almost all of which fall short of the weight sent us. Last week we received a lot of Steel from Mr Ennis, Ga which fell short 114 lbs, and a lot of Iron purchased from Brevard & Co fell short 3000 lbs. There are various other instances of like character. In most cases the goods are bought at the place of delivery by our Agents and the vendors are not responsible after shipment. How then are we to proceed to have the amount of the several deficiencies deducted from the Rail R Co.s claims when settling with the Quarter Master Genl?
Very Respy
