Endorsement on a letter of date Nov. 17, 1864 the Savannah Republican & the President asking the privilege of shipping ??? Bales of Cotton at Government rates, the proceeds to be invested in priority materials

 
To the President,
   A number of Rail Road Companies, many work shops & other useful enterprises have made similar applications. The effort to comply with these requests even to a moderate extent each would seriously embarrass the operations of the Govt. For this reason I have considered it my duty while admitting the merit of the applications to refuse them unconditionally.
