messenger over the various Rail Roads between this city &
Wilmington for the purpose of collecting and forwarding or
ascertaining what disposition has been made of certain articles of
clothing and material ordered some four weeks ago to be forwarded the
latter port. Quarter Masters will afford all facilities and services
