Sirs,
   I have the honor herewith, to submit the following report. On the 6th day of October 1861, by the Hon J P Benjamin, then Secty or War, was appointed Captain and Assistant Quartermaster in the P. A. C. S.
   In the latter part of October 1862, I was sent by Telegraphic order from Col A. C. Myers, then Quartermaster General, to assist Maj Wm T Sutherlin Q. M. of this Post, a copy of which order I am unable to furnish, not having retained the same.
   I am now in charge of Freight & Personnel Transportation over Railroads &c and performing the Duties of Chief Quartermaster of the Post, to these duties I was assigned by orders from Major Wm T. Sutherlin Q. M. with the approval of the Q. M. Genl copies of which are herewith furnished. I have in my employment the following named detailed men, copies of whose Details &c are furnished

   I have as you will perceive by reference to copies of Details &c furnished details for all the men in my employment except R. C. White, whose papers were sometime since for some purpose not now recollected sent to Richmond and have not been returned and Wm A Jones Co "C" 4th Texas Regt who has been in my office for several months. I have sent with an application for his detail Surgeons Certificate of Disability for "Field Duty" two or three times but have not been able to hear from the applications. I have no regular office hours myself, Clerks and Employees being in the discharge of the duties entrusted to my Charge at all hours either night or day.

   I would respectfully call your attention to the labor and responsibility to which I am subjected in my Department proper. "The Transportation Department." Besides being in charge of all the duties of the Post as Chief Quartermaster. I think this more duty than ought to be entrusted to a Captain Quartermaster.
