   I have in my office but one assistant Capt George L Cope whose presence in the office is indispensably necessary.
   I require an officer with the rank of Captain, to watch the Transportation of supplies in the name of the Govt, I am satisfied that much of our difficulty in transportation arises from its abuse, and this can only be checked by each department for itself, though information obtained from an Officer in connection with more detailed semi monthly reports than such as are now furnished. The officer assigned to this duty must be beyond price, or he would soon be bought up. I respectfully ask therefore that William Moultrie Moses may be appointed Capt & ACS and assigned to me for duty.
   Mr Moses is in no way related to me though of the same name. He has a certificate of disability for Field Service in consequence of an affliction of the Lungs. He served under one in the Field for three years, and I know that he has all the qualifications required.
