Richmond Sept 23rd 1862

His Excellency
Jefferson Davis
President of C. S. A.

Mr. President,
Some three months since, the office of Chief of Transportation was made vacant by the resignation of Major Wm S. Ashe Q. M. since which time I have been performing the duties of that office. I now apply for the appointment of Chief of Transportation.
Personally I am known to the officers of nearly all the Rail Roads in the Confederacy, am familiar with the capacity of each road & the points where delays are most liable to occur.
Herewith I enclose letters from some of the officers of Rail Roads, written shortly after Major Ashe's resignation, recommending me as his successor. I also beg leave to refer you to a letter written by Major Ashe on the 8th of August last to the Secretary of War and now on file in the War Office.
I am Sir
Very Respectfully
Yr Obdt Sevt
Mason Morfit
Capt & AQM
